The power needed to overcome the aerodynamic drag is given by Fd•V

Where, Fd= is the drag force given by 

                                                                   Fd=  CρAV²/2

For the power to remain same in both the cases of windows closed and open, then

(F• V)windows closed =(F• V)windows closed

or,

(CρAV3/2)windows closed = (CρAV3/2)windows closed

Or, 0.1•44³ = 0.8 • V3

V = 22km/h
